The Avalon borough's plan for meeting its fourth-round affordable housing obligation has been approved by Superior Court, meaning the town retains its immunity against exclusionary zoning litigation.Avalon accepted its fourth-round obligation calculated by the state Department of Community Affairs, 31 affordable housing units. All but one municipality in Cape May County, Dennis Township, accepted the state's calculations of their obligations.
